
Mayfield, Ky.–A Graves County volunteer with the Junior ROTC was arrested by the Kentucky State Police after allegations of inappropriate communication with a student.
On Thursday, February 27, 2020, Robert W. Soto, 43, of Sedalia, was arrested by the Kentucky State Police after turning himself in. An in-depth investigation was conducted after Graves County High School administration contacted the Kentucky State Police on December 5, 2019 regarding allegations of inappropriate communication between a student and Soto, a non-paid volunteer with the Jr. ROTC program. A detective with the Kentucky State Police presented the case to a Graves County Grand Jury on February 14, 2020. Soto was arrested Thursday on one count of Prohibited Use of Electronic Communication System to Procure a Minor (Class D Felony). Soto was lodged in the Graves County Detention Center.
